What is the Lula x PermitFlow partnership?
Lula has teamed up with PermitFlow, an AI-powered permitting platform that manages the entire permit process — from researching local requirements to submitting applications and tracking approvals.
When does this take effect?
This is a requirement for all HVAC and water heater pros starting May 12, 2026. Any qualifying replacement job assigned on or after that date will run through PermitFlow.
Which jobs does this apply to?
PermitFlow will be used for all HVAC and water heater replacement jobs that require a permit. Diagnostic, repair, and other non-replacement jobs are not impacted.
Why is Lula doing this?
Permitting is one of the biggest bottlenecks to getting jobs started and completed. Letting PermitFlow handle the paperwork means jobs move faster from assignment to completion to payout.

What changes about my job workflow?
When you accept a qualifying replacement job, Lula and PermitFlow will handle the permit on your behalf in the background. You’ll be notified when the permit is approved and the job is cleared to start.
You will not need to:
Research permitting requirements
Complete permit applications
Coordinate directly with the local jurisdiction
What is the order of events once a job is assigned to me?
As soon as Lula knows you’re the pro on the job, our permitting team enters the job in PermitFlow and assigns it to you.
PermitFlow verifies that you are registered in the relevant county.
PermitFlow takes it from there — submitting the permit application and reaching out to you directly if any additional information is needed.
You’re notified when the permit is approved and the job is cleared to start.
What if a permit is required before repairs can begin?
PermitFlow handles everything. They start the permit process the moment Lula assigns you the job, so even when a permit needs to be in place before work begins, you’re covered — no extra steps on your end.
Will I need to provide any information?
In most cases, the job details Lula already has on file are enough. If PermitFlow needs additional information (for example, equipment specs, license details, or a signature), you’ll be contacted directly with a clear request and instructions.
Does this process change based on the municipality?
From Lula’s side, no — the process is the same regardless of municipality. What PermitFlow requests from you may vary based on what the local jurisdiction requires, but the way Lula and PermitFlow work together stays consistent.
Who applies for the permit and who schedules the inspection?
PermitFlow handles both. PermitFlow applies for the permit on your behalf and schedules the required inspection with the local jurisdiction. You’ll be notified of inspection dates, any documentation needed, and whether your presence is required.
Will I still need to be onsite for any inspections?
Typically, yes. PermitFlow will notify you whenever you (or someone on your team) need to be onsite for an inspection. PermitFlow handles the scheduling and shares the specific inspection requirements for your permit so you know exactly what to expect.
What happens if a permit is delayed or denied?
If a permit is delayed or rejected by the local jurisdiction, PermitFlow will work directly with the city or county to resolve the issue and resubmit if needed. Lula will keep you updated on timing so you can plan your schedule.
You will not be penalized for permit delays caused by jurisdictional issues outside your control.
📝 Your Letter of Authorization (LOA)
I just received a DocuSign — what is it?
You’ve been sent a DocuSign for a Letter of Authorization (LOA). Please review and sign it so PermitFlow can begin pulling permits on your behalf for the projects Lula has assigned you to.
What does the LOA actually authorize?
The LOA authorizes PermitFlow to pull permits on your behalf only for the projects Lula has assigned you to. PermitFlow will not pull any additional permits under your license unless they are separately contracted with you to do so.
I work in multiple jurisdictions — do I need more than one LOA?
If you work in multiple jurisdictions and have the same signer, you can list multiple licenses on the LOA. If you have different signers or prefer to keep them separate, email lula@permitflow.com and the team will send you the additional documents.
Will my company information be shared?
No. PermitFlow does not share your company’s information. When PermitFlow contacts Authorities Having Jurisdiction (AHJs), they always disclose that they are a third-party permit processor acting on your behalf.
