If you are scheduled to do a job that requires entering the house (example: house cleaning), then the customer needs to be home.

If you are scheduled to do a job that doesn't require you to enter the house (example: lawn care), the customer does not need to be home.

Side note: If you are doing a job that requires the customer to be home, it is important that you arrive to the property within the arrival window. Customers often wait at home to let their provider into the house.
